NOTES ABOUT PERMITS AND INSPECTIONS:
The City of Oakland contracts with the St. Louis County to handle all building permits and inspections. St. Louis County requires municipal zoning approval as part of all building permit applications they review. This means that a Site Review Plan (Found below on this page) needs to be submitted to the City of Oakland and approved by the City of Oakland before a building permit will be issued by St. Louis County. This is for interior remodels, additions, and new home construction.
For electric, mechanical/HVAC, and plumbing permits, contractors can go straight to St. Louis County for permits. It's only in the event of actual construction happening (home remodel, etc.) will those permits be acquired through a Site Review Plan issued by the City of Oakland.

PERMITS HANDLED DIRECTLY BY OAKLAND:
In addition to reviewing all Site Review Plans, Oakland handles approvals and inspections for the following areas:
1) Fence Permits
2) Dumpster/Temp Storage Units
3) Excavation Permits (driveway curb cuts, utility work in right of way, etc.)
4) Land Disturbance Permits
5) Tree Preservation Permits
Oakland may require other permits to be obtained by entities such as MSD or the Missouri Department of Transportation.
NOTE: There are no Occupancy Permits required in Oakland before a home is occupied by a new owner except in the case of new construction.
All Commercial development permits and inspections are also handled by St. Louis County. Often, a Site Review Plan approved by Oakland will be required by St. Louis County in order to obtain permits. New construction and/or conditional use permits will need to go through Oakland's Planning and Zoning Commission procedures and ultimately win Board of Aldermen approval before plans can be approved. In addition, the Kirkwood Fire Marshall, under contract with Oakland, may need to approve any new building plans.
