Applicants may file their application for permit with the County to start the County’s review process while they finalize obtaining their Oakland Zoning/Site Plan/Drainage Approval; however, the County permit will not be issued until the City’s Approval is received. Applicants should verify that the use and building/parking lot configuration on the site is approvable by the City of Oakland before submitting to the County.

PERMITS ISSUED BY THE CITY OF OAKLAND
1.) All County permit applications will also require the applicant to complete a Zoning, Site-Plan and Land
Disturbance Review application for approval by the City before St. Louis County Permits can be approved. The City "Plan Review Form" found to the left on this page should be used for Zoning/Site Plan/Land Disturbance review.

2. Submit an e-mail copy of the form and site-plan or two (2) paper copies of the completed form along with two
(2) copies of site plan (showing all dimensions, distances, heights and other requirements in the Site-Plan
Standards and Land Disturbance Ordinance) to the City of Oakland, P.O. Box 220511, Oakland, MO 63122.
3. After the application has been processed by the City Administrator/City Engineer/Code Official, a
decision or request for additional information will be made to the applicant. Upon approval, the City of Oakland will
notify the applicant, who must submit the approval to St. Louis County so that any permit applications pending there
can proceed.
4. All work and excavations in the public right-of-way shall be approved prior to any work by the applicable
jurisdiction or jurisdictions that govern the right of way, whether City of Oakland; St. Louis County; or the Missouri
Department of Transportation. The owner or applicant is responsible for obtaining these necessary permits and
approvals.
5. The owner is responsible for permits and inspections from other agencies as applicable; including, but not
limited to Metropolitan Sewer District (MSD); Laclede Gas; AmerenUE; Missouri American Water Company;
AT&T.
6. Other items that may need to be reviewed by the City or other agency with jurisdiction over a particular project
include:
A. Tree Preservation Plan (new construction only);
(2) copies of site plan (showing all dimensions, distances, heights and other requirements in the Site-Plan
Standards and Land Disturbance Ordinance) to the City of Oakland, P.O. Box 220511, Oakland, MO 63122.

C. Floodplain Regulations, which are done in compliance with SEMA regulations and City Code;
D. Driveway entrances, curb cuts, excavations & other work in public rights of way;
E. Missouri Department of Transportation regulations;
F. MSD regulations (storm water run-off and sanitary sewage); and
G. Fire Department regulations.
COMMERCIAL PERMITS
All Commercial development should be referred to the City’s Fire Marshal at 314-822-5884. Once the Marshal has given his approval to the plans, the City Engineer/Building Commissioner will need to be contacted at 314- for the proper paperwork/approval letter. Upon receiving this paperwork, all projects on commercial properties will be handled and inspected by St. Louis County at 41 S. Central, Clayton, MO 63105.
